71-85 Spring Street consists of 2 x 28-storey residential buildings (Ocean Court and Harbour Court) above a podium level and basement carparking, which were built in 1986 with part-rendered cavity brick walls, concrete floors, aluminium framed windows and concrete rooves with waterproof membranes.
SP30695 is a part building strata scheme occupying a portion of the Eastgate Gardens complex, which includes the Eastgate Shopping Centre and a Waverley Council owned carpark.
The Eastgate Gardens complex includes a cost sharing arrangement run by a Committee similar to a Building Management Committee (BMC), but we are advised the complex was built before the legislation creating BMC's was created.
We have not had access to the BMC records and make no comment as to the affairs of the BMC.
