109 Pitt Street is a multi-storey commercial building with a shopping arcade at ground-level and basement carparking, which was built in 2003 with partly stone-clad masonry walls, concrete floors, aluminium framed windows and a flat concrete roof with a waterproof membrane.
SP70031 is a part building strata scheme occupying a stratum parcel in DP1039996 Randstand House, a complex shared with SP67754 (Retail), SP72095 (Retail) and a carpark.
Management of shared facilities for the complex is undertaken by a Building Management Committee (BMC) which includes representatives of the owners of each of the stratum parcels.
While it is not a separate legal entity, the BMC normally maintains its own accounts, minutes and records.
We have not had access to the BMC records and make no comment as to the affairs of the BMC.
